Job Description

The Ministry of Science and Higher Education of the Republic of Kazakhstan is offering scholarships for international students for the 2025/2026 academic year. This opportunity is available to foreign nationals, including individuals of Kazakh ethnicity who are not citizens of Kazakhstan, to pursue Bachelor’s, Master’s, and Ph.D. degrees at top universities in Kazakhstan.

Scholarship Overview

The Higher Education Development National Center administers this scholarship, which covers tuition fees and provides a monthly stipend. The annual allocations are as follows:

  • Bachelor’s degree: 490 scholarships
  • Master’s degree: 50 scholarships
  • Ph.D. degree: 10 scholarships

Eligibility Criteria

Applicants must meet the following requirements:

  • Be a foreign national or an ethnic Kazakh who is not a Kazakhstan citizen.
  • For Bachelor’s programs: Provide a secondary school certificate with good academic standing.
  • For Master’s programs: Hold a Bachelor’s degree with a minimum GPA of 3.0 out of 4.0 or its equivalent.
  • For Ph.D. programs: Hold both a Bachelor’s and Master’s degree with a minimum GPA of 3.0 out of 4.0 or equivalent.
  • Provide proof of English proficiency (for Master’s and Ph.D. applicants) with one of the following scores:
    • IELTS Academic: Minimum 5.5
    • TOEFL iBT: Minimum 46
    • TOEFL PBT: Minimum 453
    • German or French language proficiency certificates (B2 level) are also accepted.

For Bachelor’s Applicants:

  • Passport or national ID
  • High school diploma and transcripts (notarized and translated into Kazakh, Russian, or English)
  • Motivation letter
  • One recommendation letter from a teacher or employer
  • Medical certificate (including HIV/AIDS test results)
  • Application form;
  • Invitation letter from a Kazakh university (if available)

For Master’s Applicants:

  • Passport or national ID
  • Bachelor’s diploma and transcripts (minimum GPA 3.0/4.0, notarized and translated)
  • Motivation letter
  • One recommendation letter
  • Medical certificate
  • International language proficiency certificate
  • Application form;
  • Invitation letter from a Kazakh university (if available)

For Ph.D. Applicants:

  • Passport or national ID

  5. Wait for the selection results and follow the further instructions provided.

Applications and Documents Procedure

The following documents are applicable to apply for the Kazakh Republic Scholarship Program 2024:

  • First, submit the required documents via the Operator’s website by entering the Apply Now tab above.
  • The Operator will verify the submitted documents. If the documents meet all the requirements, the applicant will receive an email link for online testing.
  • The online testing is to recognize adaptive potentials out of all applicants. After passing online testing, successful applicants will receive an invitation letter for an interview.
  • Shortlisted applicants will have online interviews with representatives of Kazakhstan’s Ministry of  Science and Higher  Education, the Operator, and universities;
  • The final step is the result announcement of the competition for the Scholarship Program .
